time after timeは 「time の後にtime が来る」ですが、ここでのtime は頻度を表す回数としての意味で用いられています。
time after time の例文
We’ve heard it time after time.
これは何度も聞いたことがある。
She read the same book time after time.
彼女は同じ本を何度も読んだ。
“time after time” の言い換えとしては “many times”、 “over and over again” や “repeatedly” といった表現もあります。
「何度も何度も」という意味ではどれを使っても意味が異なることはありませんが、 “time after time” は人の行いにちょっと憤慨しているときに使われるニュアンスがあります。

ドアを叩くなと何度も言っているでしょ。
If we allowed this time after time, the resource would be running out.
これを何度も許していたら、資源が底をついてしまう。
繰り返して欲しくないことを繰り返してしまう場合に用いられる傾向があります。

似たような熟語で”from time to time” がありますが、この熟語の意味は「時々」です。
頻度はそれほど高くなく、また規則的でもないときに使われます。
From time to time I still think of my ex-boyfriend.
今でも時々元カレのことを考えちゃう。
